Introduction

Miami-Dade County Public Schools is the fourth largest school district in the country. The School Board of Miami-Dade County, Florida (The Board) adopted policy in 1985 to implement a Minority/Women Business Enterprise (M/WBE) Program. The Program has been the catalyst for ensuring fair and equitable opportunities for minority and woman-owned businesses, as they pursue School Board contracts. Since the program's inception, nearly $2.5 billion has been spent with certified M/WBEs, greatly contributing to the economic growth of South Florida.

Mission Statement

The Mission of the M/WBE Program is to promote the development and growth of Minority/Women Business Enterprises, and to ensure that they have the maximum opportunity to do business with the School Board of Miami-Dade County, Florida.

About the M/WBE Program

Contracting opportunities are identified for “ready, willing, and able” M/WBEs before bids and request for proposals (RFPs) are advertised. The Division of Business Development and Assistance (The Division) provides technical assistance in the areas of general regulatory requirements, marketing, and conflict resolution. The Division also monitors and reports District expenditures with M/WBEs.

Contractor Prequalification

Florida Statute (FS), the State Requirements for Educational Facilities (SREF), and School Board Rules (Board Rules) rerquire public school districts to prequalify contractors who desire to bid on the District's construction projects. Contractor Debarment

Debarment Procedures are to effectuate the Board’s policy of soliciting offers from, awarding contracts to, and consenting to subcontract only with responsible contractors. The serious nature of debarment requires that this sanction be imposed only when it is in the best interest of the Board and for protection of the public, and not for purposes of punishment. M/WBE and Related Services, the Division of Business Development and Assistance is responsible for implementing the Board's policy regarding debarring contractors.
